Imagine a real emergency occurs while significant resources are diverted onto a hoax and people die. That's the ultimate consequence of a hoax mayday call.

It's my understanding that's one of the reasons that they haven't dropped the requirement to have a licence to operate a vhf radio.
Gives the authorities something extra to charge a hoax caller with.
