We had 4 balloon out the other day north of two rocks and there was cray pots all a around, The skipper of the cray boat went in and out of all the balloons and did not touch ours lines
They claim to fill 30 (or was it 50?) party balloons, obviously a lot less of the larger latex balloons.
$50 from spotlight, $70 from toys r us with balloons.
IMO it depends how often you do it. If you're doing it a lot, it would pay to long-term hire with BOC or the like, if it's a casual thing then get the disposables. If it is really casual then you could pay to have them filled when you need by a party shop or spotlight.

a tackle store in woodvale can get u ballons and also point u in the right direction of a party hire shop that hires tanks, gas and regulators much cheaper than BOC

You can hire for a week or more at Spot Light, Or have a bottle at BOC give or take 12 per month

e size should get about a dozen gas balloons filled of the 1mtr size plus
so if u do partial refills youll get more fills
