In my experience bluewater does not stock the freshest of bait, I have purchased a couple of mulie blocks from them over a two month period as they are my local fishing store and they have been below average at best.
I don't like to knock companies in a public forum but I think they have a fairly large buying power in the fishing market and therefore should stock mulies (can't speak for their other bait supplies) of a reasonable quality ie. haven't sat in some freezer for over a year!!
Apparently the servo besides them sells a far better quality according to a mate but I guess that's if your purchasing that type of bait. If someone else knows of good quality stuff around that area I would be interested to know as well.
mate if its not a big drive, we stock alot of top quality polar bait and at great prices, a wide range and always turning it over at a quick rate meaning the freshest bait to you.
we have the mulies in 1kg iqf 2kg block, 4kg iqf box and 2kg indo's and are also stocking 500g of baby mulies that alot of customers are buyer these days over the bigger ones
getting the bottom line final answer from a bunch of blokes that use false names and put smiley faces at the end of paragraphs is not the best place in the world to get the information you seek.

i always use the iqf
i always use the iqf mulies they seem to be less mushie even when thawed
correct me if im wrong but i think they freeze at a better quilaity and last longer in the freezer
than conventional mulies

If your fishing from a boat
If your fishing from a boat there are plenty of herring ,whiting ,wrase.all good bait and don't get much fresher.
