I think your 1st shot is high cabbage weed or high weed, bottom lock is not showing any hardness to it.
Your 2nd shot mmm not sure, would'nt say its a bait ball if you had more coral around i may have said coral but theres no way its that so im going to go for a bit rubbish tyre maybe with growth over it.

i'd say both are bait/small fish. the first picture looks like a harder/reefy bottom but there are no real sign of larger fish, there is a bit of red in there, that may just be tightly packed fish as bigger fish show as very solid vertical lines on the bottom lock i have found. Second pic is a bait for sure.
Your gain is pretty high for 40m, i usually run no higher than 4.2 but your picture is clear. are you running a 1kw or 600w transducer? it's a nice picture but very clear.
Only one way to find out, have a drop :)
