I kid you not this type of lure is often used in Alaskan rivers where the trout are particilarly partial to smashing swimming mice crossing from one side of the river to the other.

watch particularly from 3.40 ish on to make sense of the mouse phenomeonon trout will predate on a food supply that is more abundant that all other items at any one time - often maeks them a challenge to catch esp if it's difficult to identify what the food source is.
