Mono don't go bad when stretched. It looks like its twisted abit....did you use any swivels while trolling?? When trolling metals, it will twists in the water thus creating twist in the line as well.
that one looks like a nice tailor, but definately looks like line twist not stretch. best way i found to un twist is too remove any swivels and just drag the line behind the boat, not too quick tho as it can snap , especially the light stuff.

nar it was stretched i pulled as much line out as was in the water and pulled it through my fingers but it was gone, no go.
that isnt the rod thats just my other one that was resting there. my other rod was four kilo mono straight to the lure.
and deff not a herring, herring are silver and have dots down there body with black tips on there tails.
