Don't think they are protected, but they are too pretty to kill. I've taken one before spearing and you don't get much off them, felt pretty bad afterwards as well and have just swum past admiring them since. That is a very good sized one though, don't see them that big very often.

a fish like that would make a great illustration
photos of largers ones like that id expect to be pretty rare too!

see them from time to time when diving up here... they're more common than you think but aren't taken on line too often.
