No you dont. Boundary ends just north of sandy point....my old man is doing pretty well inside at 14 mile in the tinny, plenty of spanglies and trevally. Been doing pretty good LB too...but I'm not allowed to say where....
Tell your dad to go see old the grey nomads at 14 mile....plenty of experience there

Sorry my apologies, In front of the 14 mile is ok to fish but you can only shore fish south of the markers which are directly in front of the reef opening and down to Sandy Point. (Plenty of Ocy's though!)
Go through the reef on good conditions if you have a tinny and you'll get into a lot better fish than inside the reef. This area can be a bit of a washing machine to get through but plenty of Tuna & Spaniads along with all else pelagic.
Locals from Coral Bay tell me the best time to fish Dermersals just outside the reef (Coral Trout, Big Rankin) is only when the wind blows from the South West.
Yes woody, there are Grey Nomads at 14 mile that park there for a good part of the year and they know all the spots, but we launch bigger boats at Sandy Point and go offshore, using Sandy as a safe anchorage. Squiding inside the reef is good though.
