Great article in Fishing Western Australia magazine March 2008 issue on catching Buff Bream. The author suggests a dough mix of pollard, bread flour, fish oil & water, should be firm but dry enough to roll into small pieces & stay on a #8 luderick hook. It is the same way I used to fish for Milkfish up in Darwin. Great fly fish perhaps?

if this will work. But they are a silver drummer and to catch silver drummer over east you would use a thin blackfish float set to a depth about half way to the bottom. Use enough lead to take the float down so that just the tip of the float is showing above the water. You will need a strong hook a mustad or an owner about size 2 should be okay, depnding on the size of the fish.
You will need to get some of the lettuce/cabbage weed that is down near the waterline on the hillarys north wall(don't go harvesting it where the waves are, don't want to hear you have been washed in.) Get a large leaf of the weed and thread you hook through it until it is well connected. If you carefully pull the weed of the rocks you can pull the root connection with it. This makes an ideal place to thread your hook from as it is reasonably tough.
Throw out a heap of burley, including finely cut up pieces of weed and then cast your float into the middle of the burley. As soon as that float goes down start pulling. Don't let the fish get anywhere near the rocks or it will just take you straight under them. Can't guarantee it will work on the buff bream, but it certainly worked well on black and silver drummer in Sydney.

Burley them up with small bits of mulie. Then flick a chunk out unweighted.
