What sought of fishing rig is best to catch fish such as tailor, mulloway etc.

If you're fishing a beach gutter, a 3-way rig is a pretty good place to start.
You can then vary it with:
- gangs vs snelled hooks
- grapnel sinkers
- add some buoyancy material above the hook if conditions are calm
