Would you say this is a Small Toothed Flounder or a large Toothed Flounder ?

My X caught that a couple years back, infact we caught about 3 around that size with in the week along with a blue/green weeded whiting, was a strange week.
I wasn't sure about the flounder ID cause I needed it for our site update.
