cast nets/throw nets in perth

i know that most of perth metro is protected by marmion marine reserve which prohibits net fishing,but when i fish at marinas eg ocean reef and hillarys i see people using them and they were getting bulk mullet,whiting and herring every cast. and when i ask they say its not illegal if you are in a marina beacuse its not classed as part of the marine park. is this true or are they illegally fishing?????

best way to get the right answer is to contact the fisheries office.that way if you get one you know your doing the right thing

cast net regulations seem
cast net regulations seem confusing to me.. when down at a boat ramp in warnbro they have a map saying that netting is allowed around point peron yet that fisheries document thing says you're not... confusing.
