cast nets/throw nets in perth

i know that most of perth metro is protected by marmion marine reserve which prohibits net fishing, but when i fish at marinas eg ocean reef and hillarys i see people using them and they were getting bulk mullet, whiting and herring every cast. and when i ask they say its not illegal if you are in a marina beacuse its not classed as part of the marine park. is this true   or are they illegally fishing?????

cast net regulations seem confusing to me.. when down at a boat ramp in warnbro they have a map saying that netting is allowed around point peron yet that fisheries document thing says you're not... confusing.
