I'm sure others will have
I'm sure others will have some opinions on this but i have found contact adhesive to work quite well, you just apply on the plywood quite generously, wait for it to start to set then stick the carpet on, Strong and even connection.

kwik grip mate, works better
kwik grip mate, works better if you can spray it, but also can be brushed.

Contact
As Flangies says, good old contact works a treat.
Only difference with me is I sealed the ply with varnish first, and then applied contact to both the ply and the back of the carpet. Once they both get tacky enough not to lift off on your fingertips, join them together.

agree 100% with big john, in
agree 100% with big john, in that if you dont seal the ply youll eventually end up with the ply falling apart (regardless of what ply youve used)..
if you want to do it right, an epoxy sealer or varnish is best.. (a few coats of evidure would be my preference)...a contact cement like kwik grip is relativly cheap and best applied with a v-notched trowel (if your not able to get a sprayable type)
put it on bot surfaces THEN LET IT DRY before you stick it (youll really only get one good shot at it coz that stuff sticks like S#!T to a blanket )...

How would exopy go?
How would exopy go? After you seal the ply first. I suppose you need something that will not rot in the wet, salty water. I reckon liquid nails might break down after a while.

Sikaflex
Try using Sikaflex, it shouldn't need to be a complete coverage just round the edges with some extra squiggles and wiggles to hold down the central area. It is designed for marine use and will stick to almost anything.

mate im a carpet layer and i would suggest using an indoor/outdoor pressure sensetive glue, you can get it at any carpet supply shop, or bunnings but will be more expencive.
